
Martin Skorczynski
Martin Skorczynski is an Assistant Director for Emerging Technologies & Cybersecurity Research in the Innovation Lab, which was established in early 2019. The Innovation Lab is a small, but growing, startup within the Science, Technology Assessment, and Analytics (STAA) mission team at the US Government Accountability Office (GAO). Martin was the first employee hired to the Innovation Lab and led the delivery of cloud capabilities for advanced analytics and emerging technologies which support the GAO mission
Martin has led a portfolio of projects and delivered, with help from a dedicated team from across GAO, objectives ranging from cloud procurement, application deployment, cloud infrastructure security, and advanced analytics environment architecture.
Within the emerging technologies portfolio, Martin is leading efforts such as adoption and oversight of digital ledger (blockchain) in federal government; deploying, implementing, and securing cloud infrastructure; robotic process automation; use of immersive technologies and extended reality to support and advance GAO's mission.
Martin holds an Advanced Scrum Master certificate and is dedicated to developing and supporting high-performance teams. He is an expert in Agile software development methodologies, which he applies in prototype development, and has contributed to performance audits in that area as well as "Agile Assessment Guide: Best Practices for Agile Adoption and Implementation". He led Lean & Agile Audit Pilot and worked with audit teams to test application of lean and agile practices, processes, and tools in performance audits. He holds a Master of Science degree from Southern Methodist University where he explored the application of advanced analytics techniques in Operations Research. In addition to employing advanced technologies and quantitative methods such as machine learning, he applies a user-centric approach and design thinking in tackling novel challenges in emerging and emergent areas of technology facing GAO and the audit community.
Prior to joining the Innovation Lab, Martin worked as a Senior Analyst in the Information Technology and Cybersecurity (ITC) team. He studied physics and is exploring ways to leverage natural language processing and other machine learning techniques in his work.
