Rosy Lor is a Managing Director on the BDO Private Client Services National Tax team. Prior to joining BDO, she was a Senior Manager with the EY Private National Tax Department. Before entering the private sector, she spent over 13 years with the IRS Office of Chief Counsel, last serving as the Senior Technical Reviewer of Branch 1 of the Office of Associate Chief Counsel (International) where she focused on issues related to tax treaties, the inbound taxation of foreign corporations, and cross-border tax issues affecting individuals.

Her areas of expertise include pre-immigration and expatriation tax planning, the interpretation of tax treaties and other international agreements, tax controversy, and voluntary disclosure.

Rosy received her Master of Laws in Taxation from the Georgetown University Law Center and her Juris Doctor from the American University, Washington College of Law.
