Shirley joined the Firm (as Raffa) in 2007 and has over 20 years' experience as an HR professional. She is skilled in all HR functions with a proven track record of establishing successful HR processes and systems. Shirley manages the human resources function for multiple clients and provides oversight for several other clients serviced by the firm's staff. Her areas of expertise include HR and payroll assessments, benefit design and administration policy and procedure development, compensation studies and systems, employee relations, and performance management. Prior to joining the Firm, Shirley served as Director of HR with an environmental nonprofit, where she developed the HR function from inception to 90 employees. She also led the HR department for a higher education association. Prior to gaining nonprofit experience, she served as a regional HR manager for a Fortune 500 government and building services organization. Shirley earned a BS in Management Studies from the University of Maryland, University College and is a member of the Society for Human Resources Management. She is a Senior Professional in Human Resources (SPHR) and a Certified Employee Benefits Specialist (CEBS).
