Kimberly (Kim) D. Rogers currently serves as the director of the IRS Return Preparer Office. In this role, she is responsible for the IRS’s oversight program of the tax professional industry. Her office handles the preparer tax identification number (PTIN) program registration and renewal for more than 800,000 tax return preparers annually, provides oversight for the Annual Filing Season Program, and the enrollment and renewal for tax practitioner programs (enrolled agent, enrolled retirement plan agent, and enrolled actuary). The IRS Return Preparer Office also oversees continuing education and PTIN compliance.

Prior to this position, Kim served as the Director, Collection Planning and Performance Analysis in the Small Business/Self Employed (SB/SE) Division, where she had executive oversight for the development, distribution, and monitoring of work plans and measures for all Small Business Collection programs individually and Servicewide, including preparation and submission of all data requests, and reporting on all SB/SE Collection data elements.  

Kim began her career with the IRS in 1988 as a clerk in the District Director’s office of the old Chicago District.  During her IRS career, she has held several leadership roles in Wage & Investment, including assistant to the director, Accounts Management; acting director, Joint Operations Centers; and field director, Accounts Management – Atlanta.

A native of Chicago, Illinois, Kim graduated from Chicago State University with a Bachelor of Arts in Psychology. She is a graduate of the Winter 2017 Candidate Development Program.
