David Rosen Esq., CPA is a leading family office and private client tax advisor in the United States, with a national practice focusing on tax planning for single family offices and their related business enterprises. He chairs the tax department at RS&F, a top 200 CPA firm and one of the top firms representing family offices in the United States.

David S. Rosen is recognized nationally as one of the top family office advisors in the United States. As the primary author of the Bloomberg Tax Portfolio 880-1st, Family Offices, David has written the only tax treatise on family offices that has been published in the United States by a national publisher. Moreover, the Family Offices portfolio will serve as the family office resource on Bloomberg’s tax platform, utilized by thousands of firms throughout the world. For his work, David was recognized as the Bloomberg Tax 2023 Portfolio Co-Author of the Year.

David is a tax attorney and CPA, and serves as the Chair of RS&F’s Tax department. He has over 20 years of experience advising family offices, complex businesses, real estate developers, private equity funds and ultra-high net worth families for tax planning, tax compliance and transaction structuring.  Leveraging his unique skill set as a tax attorney and a CPA, he  to provide tax structuring and tax compliance advice for businesses and high net worth families.  Recognized for his creative advice and structuring, Mr. Rosen leads the strategic tax planning for many of the wealthiest families in the United States, including structuring complex business and real estate transactions. 

During his career, Mr. Rosen has led the tax structuring for dozens of business transactions, including the largest transaction (by aggregate deal value) in the history of Baltimore. He also leads tax-driven estate planning strategies for these families, working together with the families’ external estate planning attorneys to devise a comprehensive estate plan to meet family objectives. In 2019, David wrote the Book on Qualified Opportunity Zones and is widely recognized as one of the principal authorities on the opportunity zone program in the country.

Mr. Rosen earned his undergraduate degree from the University of Maryland – College Park and his law degree from Emory University School of Law.  He is licensed to practice law in Maryland, New York and before the United States Tax Court.   He is a Certified Public Accountant licensed in the state of Maryland.  David has also been named “40 Under 40” by the Baltimore Business Journal and Top 40 Professionals by the Maryland Daily Record.
